Mr. Philippe Lorec
Advisor to the General Secretariat of Ministry of Environment, Government of France
A graduate of the Ecole Nationale Supérieure des Techniques Avancées (ENSTA) and the Army Engineers Corps (1992), Mr. Lorec began his career in 1992 at the Ministry of Defense and then continued in 1997 at the Ministry of Finance. In 2006, he returned to Directorate General for Energy and Climate (DGEC) becoming auditor of the 56th class of the Institute of Advanced Defense Studies (IHEDN) and then co-chairing the Mediterranean Solar Plan (MSP). Mr. Lorec, the inventor of this initiative, was one of the actors in the launch of the MSP at the Paris Summit for the Mediterranean on July 13, 2008. He became Head of "Information, Risk Synthesis and Analysis" department within the Directorate General for Enterprises (DGE), in charge of the risks associated with economic security, particularly of compliance (digital, standards and regulations, and stakeholders). Since 2019 he has been an Advisor to the Secretariat General, Ministry of the Environment, SHFDS (Crisis Management).
