Zoe is a Senior Insights Manager at the GSMA, where she focuses on issues related to inclusive technology and disaster response. She is also a PhD candidate at the University of Oxford, looking at the sociolegal implications of misinformation regulation. Her work builds on experience researching information and communication technologies for a wide range of social issues across Africa and South Asia. She has worked as a Fulbright Scholar in India, a UNFPA researcher, and an independent documentary filmmaker. Zoe holds a MSc in International Development Management from the London School of Economics and a BA from Middlebury College.
