Mary Tyler Holmes is the Deputy Director of USAID India's Indo-Pacific Office overseeing a $124 million portfolio in clean energy and climate change, humanitarian assistance and digital connectivity programs. Holmes’ prior postings include: Tajikistan, Pakistan, Zambia and Kosovo as well as the Nepal, Sri Lanka and Maldives Desk. Ms. Holmes has over 22 years of experience in the International Development sector in strategic planning, project design and implementation, organizational change management, assessments and evaluations, human and institutional capacity building, Humanitarian Assistance as well as Civil-Military Cooperation. Ms. Holmes obtained her MA in International Education and Development from the George Washington University and her BA at the American University in International Relations and Chinese Studies. She matriculated at Jingmao University in China. She also obtained a certificate in Counterterrorism from the Department of Defense's Joint Strategic Operations University (JSOU). Ms. Holmes speaks fluent Farsi/Dari as well as basic Mandarin and Arabic
